Increase the proportion of newborns who get screened for hearing loss by age 1 month — HOSCD‑01 Data Methodology and Measurement

About the National Data

Data

Baseline: 95.0 percent of newborns aged 1 month and under were screened for hearing loss in 2017

Target: 97.0 percent

Numerator
Number of newborns who received an objective physiological hearing screening procedure before 1 month of age.
Denominator
Number of live births.
Target-setting method
Percentage point improvement
Target-setting method details
Percentage point improvement from the baseline using Cohen's h effect size of 0.10.
1
Target-setting method justification
Trend data were evaluated for this objective, but it was not possible to project a target because the projection exceeded 100 percent. A percentage point improvement was calculated using Cohen's h effect size of 0.1. This method was used because the objective was expected to move in the desired direction during the next decade and the Healthy People 2030 Workgroup Subject Matter Experts wanted to achieve a balance between an ambitious yet achievable goal.

Methodology

Methodology notes

Hearing screening procedures include otoacoustic emissions (OAE) and/or auditory brainstem response (ABR) tests.

History

Comparable HP2020 objective
Retained, which includes core objectives that are continuing from Healthy People 2020 with no change in measurement.

1. Effect size h=0.1 was chosen to correspond with 10% improvement from a baseline of 50%.
